refactor(Admin): 调整 MasterData 控制器和请求模型

  • 为 MasterDataController 添加 AllowAnonymous 属性
  • 更新 GetModelSelect 方法以允许匿名访问
  • 修正 RequestInfo 模型中的 SelectFieId 属性名称
  • 更新 HZY.Services.Admin.xml 文件中的 XML 注释
  • 硬编码 EncryptionOption 中的 DesEncryptKey
